Notices to Mariners Week 13 - Notices to Mariners for the Southern East Coast of the UK and across to France, Belgium and part of Holland

1. FRANCE - North Coast - The Ridge (Le Colbart) NE - Wreck. - A ‘new’ wreck on the edge of the TSS central ‘reservation just south of the Cobart N north cardinal buoy. Unusually this is ‘an unsurveyed wreck over which the exact depth is unknown but which is considered to have a safe clearance at the depth shown’. At 32m, this will not hinder leisure craft.

Temporary

1. SWALE – KINGSFERRY BRIDGE DIVING OPERATIONS - on 13th March 2018 diving operations will take place to inspect the foundations of Kingsferry Bridge, expected to commence at 14:30 with an estimated dive duration of 1 hour 20 minutes. A safety boat “Catherine” will attend throughout. Mariners are urged to exercise caution and pass with minimum wash during the dive.

2. Access Restriction at Ludham Bridge, Norfolk Broads - emergency works on fendering through Ludham Bridge: Monday 19 March 2018 08:00 hrs until Friday 23 March 2018 16:30 hrs
During this period the bridge will be only open before 08:00; at lunchtimes 12:00-13:00; and after 16:30 each day. Please observe the signage on the approach to the bridge. During the contractor’s active working times, there will normally be no access through the bridge, but if you are able to safely approach the supervisor on site, there may be occasions when passage can be allowed during these restricted periods. Please approach the area with care and caution.

3. Approaches to WASH PORTS - Race Bank WF Export Cable Burial Works. MV ”Grand Canyon III” ongoing cable burial works MV “Grand Canyon III” will perform remedial Trenching operations and Survey operations between the Old Lynn Channel and north of the Wash. Will commence on approximately 17-03-2018 and be completed on 0304-2018.

4. Havengore - already reported back into use.

5. Port of Well - no news so far!

In recent gales, the stern section of the old sailing barge Westmoreland, berthed at Lower Halstow, broke away and "sailed" round to Funton Creek, just south of Chetney Hill, where it has joined the remains of other once-pround sailing vessels. 2. ENGLAND - East Coast - Cockle Shoal SE - Depths. - Four reduced depths to the east edge of the Cockle Shoal.

Temporary

1. Greenwich Reach - Greenwich Pier - Temporary Pier Closure & Maintenance Work - Closed 26th March until 30th March - see image at the Temporary list @ the same page.
2. Ha’penny Pier - The mooring facilities at Ha’penny pier will be open from 30 March to 30 October 2018 - details, costs etc on the same page and the PDF can be downloaded there.
3. Port of Wells - Dredging;
4. Port of Ipswich - Temporary Lock Closure - Ipswich Lock will be closed for all vessels during the following periods:- Saturday 12th May 2018 1315 ~ 1530hrs Saturday 12th May 2018 1645 ~ 1915hrs These closures are required to accommodate the prestigious 5k Twilight Road Race which is taking place around the Wet Dock.
5. Approaches to Kings Lynn - Temporary amendment to buoyage No.16 - light buoy and associated mooring has been salvaged and all markers buoys removed. A temporary yellow navigation buoy (see picture below) with yellow light Fl (3)Y10s has been established;

KENTISH FLATS OFFSHORE WINDFARM UNIDENTIFIED SUBMERGED OBJECT - the unidentified submerged object within the area of Kentish Flats Offshore Windfarm was reported last year but is now again unmarked after the Emergency Wreck beacon came adrift and is in need of repair. Submerged object approximate dimensions: Length 3.1m | Width 1.9m | Height 2.3m The upper edge of the object is reported to be between 1 and 1.5m below Chart Datum. Avoid the area until further notice.

1. ENGLAND - East Coast - Corton Sand - Depths. - A dramatic change in depth in channel east of the Corton Sand - from 11.7m to 1.2m! Fortunately not a usual place to be.

Temporary

Loads - as usual.

1. GRAVESEND REACH OBSTRUCTION – SUNKEN PONTOON - following the recent severe weather a flotation pontoon has come adrift and sunk in the Gravesend PLA Yacht Trot in Gravesend Reach - The pontoon is currently anchored to the river bed and will be fitted with a yellow flashing special mark. 2. Harwich Haven Maintenance dredging – Water injection dredging - on or about the 5th March 2018 will commence maintenance dredging, generally over high water periods, in the following locations: Navigation House jetty, Shotley Marina Channel, Halfpenny pier, Harwich lifeboat berth, Fishermen’s moorings area west of Trinity House pier, Trinity House pier and the Mistley berths and channel for a period of approximately 8 days.
4. UPPER MEDWAY PETER’S BRIDGE (between Halling and Snodland) - planned bridge inspection for the 13th - 14th March 2018. This will involve the use of a moving gantry to inspect the underside. This equipment will restrict the available clearance.
5. LOWER HALSTOW WRECK TO THE NORTH OF LOWER HALSTOW YACHT MOORINGS - report has been received that the floating dock/converted barge, that has been moored to a large yellow mooring buoy to the north of the Lower Halstow Yacht Moorings, has sunk. It is still made fast to the buoy, but is covered at high water. Approximate position - 510 23.00N 0000 46.00E. The owner is aware and will be dealing with the situation;
6. LOWESTOFT – DREDGING ACTIVITIES - dredging activities are scheduled on or around 03/03/18. Expected duration of works: 21 days. Normal working hours: 0700-1900hrs. The dredger will be working in both Lowestoft Inner and Outer Harbour areas;
7. Broads Authority - Navigation Restriction due to Power Boat Racing - Oulton Broad 2018 - Dates and times shown in the notice in Temporary List - usual page - vessels may be temporarily restricted and regulated in their movement in the vicinity of the power boat racing circuit at Oulton Broad during the 2018 summer season. Where necessary patrol boats will supervise transit between races. Please take note of advice given by officials;
8. Broads Authority - Access Restriction at Ludham Bridge - emergency works are being undertaken on the fendering through Ludham Bridge between Monday 5 March 2018 08:00 hrs until Friday 9 March 2018 16:30 hrs and Monday 12 March 2018 08:00 hrs until Friday 16 March 2018 16:30 hrs. During this period the bridge will be only open before 08:00; at lunchtimes 12:00-13:00; and after 16:30 each day. Please observe the signage on the approach to the bridge. During the contractor’s active working times, there will normally be no access through the bridge, but if you are able to safely approach the supervisor on site, there may be occasions when passage can be allowed during these restricted periods;
9. BRADWELL POWER STATION - BRADWELL INTAKE STRUCTURE, RIVER BLACKWATER, ESSEX - Magnox Limited propose undertaking the removal of the marker buoys at the SW end of the Baffle wall, and to cut and remove piled debris to minimise potential danger to navigation. The proposed works will commence on the Monday 16th April 2018. (Good-oh);

Cruising Association Lobster Pots Campaign



In the spring of last year the Cruising Association launched a petition to make lobster pot markers safer for small craft.   In two weeks we had 6,000 signatures and numerous reports of boats coming to grief by being caught up in lobster pot chains and ropes.  The petition had then to be abandoned when the General Election was announced but was relaunched at the Southampton Boat Show in September.
Below is a further email from the CA requesting more help.
Dear Commodore,

The Cruising Association petition about small craft safety and the marking of static fishing gear

I'm writing to you as President of the Cruising Association. You may be aware of our campaign to persuade the government of the necessity for a consultation about the hazard posed by poorly marked lobster pots and other static fishing gear.

You may have seen our video featuring Tom Cunliffe which can be viewed here: https://www.youtube.com/watch?v=V7m6bgyPs_U.

Our Parliamentary petition comes to the end of its six-month life on 12 March. When we set it up we had not expected to get anywhere near 10,000 signatures. However, we are now approaching the 8000 mark and perhaps, with one final push, we could pass that milestone. Achieving 10,000 signatures places an obligation upon the government to give a written response. Whatever that may be, and we're not naive about that, it will help us to establish this campaign as something that will continue. That is in all our interests.

I am therefore writing to ask whether you could email your membership with the link to our petition: https://petition.parliament.uk/petitions/200001 or perhaps put this link onto your organisation's website.

If your members would be good enough to sign, and perhaps encourage their friends and families to also do so, we might just get there.

We hope that this is very much a team effort across the whole of the boating community. The National Federation of Fishermen's Organisations who have engaged positively from the outset. The same can be said of the British Ports Authority and the various statutory bodies. This encourages us to believe that by working together, we could improve the situation to the benefit of all concerned.

Capt Ian Clark of Peel Ports has confirmed that the demolition of the chimney has been postponed to 10:00 on Thursday 22 March because severe weather has delayed delivery of the necessary explosives. All other information remains the same.
